That didn't bother me. Boris is living a life that brings him into regular contact with at least the possibility of violence, and Theo acted in self-defense/defense of Boris's life. Afterward, he tried to kill himself, and then spent the next year systematically trying to right some of the wrongs he'd done. That seemed like enough consequences even though he doesn't get caught for it.
