We could use a term for something that sounds perfectly reasonable to the intended audience (in the case of McCain's remark, anti-choice activists) but outrageous to the general electorate.

Sort of like the inverse of "dog whistle".

(Why McCain seems to have forgotten that he was NOT addressing a convention of the National Right-to-Life Committee is another question.)
