It was really obvious that the Trump agitators were not locals. And while annoying, if they had any effect at all it was to make the council members more likely to vote for the measure, not against: no one likes being threatened and insulted, especially by people who can't even vote for you. It made the opinion of actual voters even more clear. So my feeling is that educating the internet is probably not necessary: people will know it when they see it, and so long as the agitators aren't violent, they're not actually doing any harm. (And if they are violent, knowing where they come from isn't going to help.) If I saw them again point out to any police present that they pulled and discharged a Taser in City Hall the last time I saw them.
I'm not sure about the ISP issue. I think federal vs. state issues are really complicated right now because the Orange Xenophobe doesn't respect state's rights because he thinks he's the dictator of the universe, but it's unclear how much he can actually do about it.
