Yes! There's flash-forwards interspersed throughout in which Maggie is happy in a new home and is telling the story to her foster sisters. I think the implication is that her interactions with the dolls enabled her to be able to love and be loved, but we never actually see that transition.
I'm glad I wasn't the only one who was very confused by the ending!
