Well, having read it, I think because it doesn't read like a novel, or short stories, or such. I wouldn't say it has a plot, as such. It reads the way a memoir might, full of asides and unclear timelines, without the drive to hammer in a point that a novel might have.
I believe that it (or some of it) is fiction, because you say so: but it doesn't feel like it. FWIW.
