After further thought, I think it's either that or an example of Hollywood Technology - you know the sort of thing I mean, in movies and TV shows where spies and police and so forth have technology that at base isn't any better than real technology, except that it works all the time, it works really fast, it works in a very automated way, it looks cool, etc.

I imagine Mieville did that deliberately.
