I'd say Videl from Dragonball Z. She's an accomplished martial artist and fiercely independent, and unlike most anime women of that variety, she's nice and doesn't go around smacking people down for no reason.

Ooooh, this is tough. You are kick-butt! I'm tempted to say Misao (?) from Rurouni Kenshin--you know, the ninja-girl. There are probably better ones out there, but I'm blanking.

Noin from Gundam Wing. One of the truly kick-ass women of anime, though the professional translation (dub and sub) really slighted her.
