This entire situation is starting to remind me of some dirt-poor dictatorship that's been hit by a natural diaster: relief is waiting, but the dictator won't let it in, and meanwhile people are starving.
Yes, the Red Cross can get into other parts of Louisiana, but since there is still no organized plan for getting the victims out of New Orleans, and they are dying NOW, and nobody else is doing a decent job of getting them food, water, medicine, and shelter, the refusal to let the Red Cross in may qualify as a crime against humanity.
